Background Information

The negative effects of climate change in the CICA area result in serious challenges, including desertification, significant increases in sea levels, melting of glaciers and the subsequent depletion of drinking and irrigation water resources. Climate change affects all countries on all continents putting the world’s energy, food, and water security at particular risk. It destroys the economies of countries and detrimentally affects the lives of people. Ensuring stable, secure, and sustainable societies requires an urgent action to tackle both the pandemic and the climate emergency. Countries’ ability to cope with the impacts of climate change needs to be strengthened through appropriate financial flows along with a new technology and capacity building framework.

The Conference on Interaction and Confidence Building Measures in Asia provides a platform for developing collective approaches to addressing, inter alia, climate change and its consequences.

The conference on development of green technologies and renewable energy in the context of low-carbon development is organized within the framework of cooperation on environmental issues among the CICA Member States.

The upcoming conference will take place on November 25, 2021, in the city of Nur-Sultan, the Republic of Kazakhstan, and is expected to make a significant contribution to promoting the necessary measures and actions for the development of green technologies and renewable energy in the context of low-carbon development.


The goal of the conference is to create an effective communication platform for an open and constructive dialogue to discuss the transition to a green economy and decarbonization by identifying measures to create a regional system for monitoring, reporting and verifying (MRV) greenhouse gas emissions (as well as measures to monitor the progress in the fields of green investments, green finance instruments, renewable energy and the Best Available Technologies (BAT), including the promotion of “green” technologies among the CICA Member States). The conference will also focus on the exchange of experience and knowledge on the successful implementation of MRV, the ways to strengthen national institutional mechanisms for the development of MRV (BAT, ETS, ensuring environmental safety), as well as the development of multilateral cooperation in combating climate change, etc. (The review of existing funding channels in the CICA Member States along with the potential financial resources for climate change mitigation at national and regional levels will also be presented).

Expected results

  • Coordinate the positions of the CICA Member States to enhance contributions to global actions to reduce greenhouse gas emissions using green technologies, renewable energy, and a transparent carbon accounting mechanism for GHG emissions.
  • Preparation and development of a joint proposal of the CICA member states to ensure synergy of climate projects of financial organizations and development agencies in Asia. Exchange of information and knowledge.

The target audience

The conference will bring together representatives of the CICA Member States, industrial enterprises as well as representatives of governmental and non-governmental institutions, the scientific community, and international partners who seek to implement and develop renewable energy sources and green technologies.

Structure and format

The development of renewable energy sources and green technologies in the context of low-carbon development are equally reflected in the thematic sessions of the international conference within the framework of the CICA. The conference program includes three panel sessions: (1) Experience of the CICA Member States in the implementation of green technologies (2) Experience of the CICA Member States in the implementation of renewable energy sources (RES) (3) Capacity of the CICA Member States in the Implementation of the COP26 UN Climate Change Conference Decisions.
